Seattle’s App-Based Worker Minimum Payment Ordinance (ABWMP)
The City of Seattle’s App-Based Worker Minimum Pay Ordinance (ABWMP) (Ordinance No. 126595) went into effect on January 13, 2024. The Ordinance provides the following rights when performing services in the City of Seattle:
- Offer transparency, including upfront offer and pay information.
- Minimum payment based on the time worked and miles traveled for each offer.
- Pay transparency, including block offer receipts and weekly offer summaries.
- Flexibility, including the right to cancel an offer with cause.

Coverage
Does ABWMP apply to me?
The Ordinance applies when performing services in the City of Seattle. For Amazon Flex, this means delivery blocks with at least one pick-up or delivery stop in the City of Seattle.
How do I know if a delivery block is covered by ABWMP?

Offer Transparency
What additional information will I see about offers covered by ABWMP?
The Amazon Flex app will show you offers for available delivery blocks, which you can view and schedule from the Offers page. Under ABWMP, you are entitled to certain upfront information when an offer is presented to you, including estimates of engaged miles and time, approximate geographic locations of stops, accessibility information, estimated tip amount*, and guaranteed minimum payment. You can find this information in the Offer Details screen for pre-scheduled delivery blocks and New Offer screen for instant offers. For pre-scheduled delivery blocks, some of this information may not be available when the offer is presented to you. In this case, we will provide an update as information about your route becomes available when you arrive at the delivery station.
*For each delivery block that allows tips, we display an earnings range based on the amount of tips that Amazon Flex delivery partners received for similar delivery blocks recently completed in your region. In addition, for delivery blocks covered by ABWMP, you may also see information about tips which customers have already indicated, if any. Customers have up to 24 hours to finalize their tip amount and are not required to tip. When they do, you always receive 100% of the tips.

Minimum Payment
What is the minimum payment I will receive for blocks covered by ABWMP?
For each delivery block covered by ABWMP that involves engaged time or engaged miles, you are guaranteed a minimum payment of the greater of 1) the minimum per-offer amount of $5.20 before tips, or 2) the per-minute amount for each minute of engaged time plus the per-mile amount for each engaged mile traveled before tips. If your pre-tip earnings are less than the guaranteed minimum payment for the delivery block, Amazon Flex will pay you the difference automatically. For 2025, the City of Seattle set the per-minute amount to $0.45 and the per-mile amount to $0.77. These rates are subject to annual change by the city. How is engaged time calculated?
Engaged time calculation starts for pre-scheduled delivery blocks when you check in at the delivery station and ends when you deliver your last package or return to a station to drop off undeliverable packages. If your check-in at the delivery station is delayed by Amazon Flex, your time delivering will begin at the time your delivery block was scheduled to start. For instant offers, engaged time starts when you accept the offer and ends when you complete your last delivery. Engaged time excludes any time not spent delivering. How are engaged miles calculated?
Engaged miles are the distance you traveled during your engaged time. If you have any questions about your engaged miles, please email Amazonflex-support@amazon.com using the same email address associated with your Amazon Flex account.
How do I receive minimum payment?
After each delivery block you complete, we will calculate your engaged time and miles unless additional investigation is needed to calculate your engaged time and miles. If your pre-tip earnings are less than the guaranteed minimum payment, we will pay you the difference automatically.
Pay Transparency
What information will I see about offers covered by ABWMP?
For delivery blocks covered under ABWMP, you have the right to receive an offer receipt that includes offer details, engaged time and miles, geographic locations of work performed, and itemized payment information within 24 hours of delivery block completion. This information is also aggregated each week into a weekly offer summary.
Where can I find my offer receipt and weekly offer summary?
You can view and download the receipts in the Amazon Flex Seattle Receipts Portal. Please use your Amazon Flex account credentials to sign-in. To view and download receipts from the Amazon Flex app, please navigate to the Learning Portal > Earnings and taxes > Seattle offer and payment receipts. If you need assistance logging in to the Amazon Flex app, you can email Amazon Flex Support at amazonflex-support@amazon.com using the same email address associated with your Amazon Flex account.
Flexibility
What flexibility do I have with regard to blocks covered by ABWMP?
Under ABWMP, you have the right to decide when to make yourself available to work and which offers to accept or reject. You have the right to log into the Amazon Flex app any time, except in instances of deactivation. Lastly, for delivery blocks covered by ABWMP, you have the right to cancel an already accepted offer with cause and without penalty under certain conditions. What is “cancellation with cause”?
For delivery blocks covered by ABWMP, you have the right to partially or fully cancel an already accepted offer with cause and without penalty for the following reasons:
- You were presented substantially inaccurate information in the offer. For more information, see What additional information will I see about offers covered by ABWMP?
- You experienced discrimination or sexual harassment during the performance of the offer.
- You cannot complete the performance of the offer due to an unforeseen obstacle or occurrence. Such situations include a customer being unavailable despite your attempts to contact and/or wait for the customer when their presence is required to complete the delivery.
How do I request “cancellation with cause”?
If you have a valid reason for a cancellation with cause for a delivery block covered by ABWMP, please use the “Request to cancel” option in the Route overview screen to provide the reason for your cancellation with cause request or by contacting Amazon Flex driver support via the “Help” button in the Amazon Flex app.
If you cancel a delivery block and do not deliver, you will not be paid for the cancelled delivery block. We will review your request and notify you via email of the outcome within 5 days. If the reason for cancellation with cause qualifies, you will be paid $5.20 and the delivery block cancellation will not impact your delivery history.
