As part of Prop 22, the Protect App-Based Drivers and Services Act (PADSA), Amazon Flex delivery partners in California have access to:
- Healthcare subsidy: You can earn a healthcare subsidy towards an eligible health plan if you average at least 15 hours of Amazon Flex deliveries per week in a quarter.
- Occupational accident insurance: You will be covered by additional occupational accident coverage while delivering with Amazon Flex, including medical and disability benefits.
Additionally, your earnings before tips are guaranteed to be at least 120% of the minimum wage in your area while delivering with Amazon Flex, plus a $0.36/mile vehicle expenses payment in 2025. If your pre-tip earnings are less than the guaranteed earnings over a 14-day period, we’ll pay you the difference automatically.

What is the healthcare subsidy?
As a delivery partner in California, you can receive a healthcare subsidy towards an eligible health plan. Drivers who average at least 15 hours but less than 25 hours per week of engaged time are eligible for a quarterly subsidy payment of $867 in 2026. Drivers who average 25 or more hours per week are eligible for $1737 in 2026.
How do I get the healthcare subsidy?
To qualify for a healthcare subsidy, you must be enrolled in an eligible healthcare plan, and average at least 15 hours of Amazon Flex deliveries per week in a quarter. Navigate to the "Healthcare Subsidy" tab in the Amazon Flex app menu to view your eligibility status. If you believe you were eligible to make a request, contact Driver Support.
- Healthcare subsidy requests for January 1 - March 31 will be accepted between April 1 - April 30
- Healthcare subsidy requests for April 1 - June 30 will be accepted between July 1 - July 31
- Healthcare subsidy requests for July 1 - September 30 will be accepted between October 1 - October 31
- Healthcare subsidy requests for October 1 - December 31 will be accepted between January 1 - January 31 of the following year
What healthcare plans qualify as eligible for the healthcare subsidy?
An eligible healthcare plan is a health insurance plan in which you are personally enrolled as the primary subscriber, which is not made available to you by an employer, a spouse’s employer, and is not a Medicare or Medicaid plan.
What qualifies as proof of healthcare plan eligibility?
Proof of enrollment may include (but is not limited to) any one of the following:
- Insurance member card
- A letter of eligibility from your insurance company
- A screenshot from your Covered California enrollment dashboard
Ensure that the following information is visible on your proof of enrollment:
- Insurance company name
- Your name as the primary subscriber
- Coverage period, including beginning and end date
How will I get paid the healthcare subsidy?
If you are eligible for the healthcare subsidy, and your request submission is complete and accepted, you will be paid directly to the bank account associated with your Amazon Flex account.
What do I get with occupational accident insurance?
For package pickups originating in California, Amazon provides occupational accident insurance to cover on-the-job injuries. This coverage pays for medical expenses and lost income resulting from covered injuries while delivering with Amazon Flex. Here is what is included in the policy:
- Medical expenses incurred, up to $1,000,000.
- Disability payments equal to 66% of your average weekly earnings, including tips, from all delivery and transportation companies as defined by the law subject to minimum and maximum limits.
- Burial expenses up to $10,000.
- Accidental death insurance for the benefit of spouses, children, or certain other dependents, for covered injuries suffered while you are using the Amazon Flex app and working for Amazon Flex.
How do I file a claim for occupational accident insurance?
To report a personal injury or submit an injury claim, press the ‘Emergency Help’ button in the Amazon Flex app or dial 844-311-0406 to connect to Amazon’s Emergency Helpline.
Amazon’s Emergency Helpline will assist you in submitting an injury claim. Be prepared to provide the date and time of the accident, location of the accident, a description of what happened and your injuries, the police report if applicable, hospital or doctor’s paperwork and receipts, and any other relevant details.
All Coverages are subject to the policy terms, conditions, limitations, and exclusions. If there is a conflict between the information shown here and the policy, the policy will govern. The policy is underwritten by Homeland Insurance Company of New York.
What is the earnings guarantee?
As usual, you will always earn the amount that is shown in the offers view of the Amazon Flex app when you reserve an offer. This includes both the Amazon contribution, and tips for deliveries that give customers the option to tip. In addition, we will guarantee that in each 14-day period Amazon contributes at least 120% of the minimum wage in your area while you are delivering with Amazon Flex, plus a $0.36/mile vehicle expenses payment in 2025. If you do receive tips, they are in addition to Amazon’s contribution.
You will continue to receive your payments as you do today, twice per week. If your pre-tip earnings are less than the guarantee over a 14-day period, we’ll pay you the difference.
What delivery time is covered as part of the benefits?
Engaged time calculation starts for pre-scheduled delivery blocks when you check in at the delivery station and ends when you deliver your last package or return to a station to drop off undeliverable packages. If your check-in at the delivery station is delayed by Amazon Flex, your time delivering will begin at the time your delivery block was scheduled to start. Engaged miles represent the distance travelled during your engaged time. For instant offers, engaged time starts when you accept the offer and ends when you complete your last delivery. Engaged time excludes any time not spent delivering.
